Today the Academy of Sciences of the Republic of Tatarstan hosted a solemn meeting dedicated to the Day of Russian Science. The event was attended by Rais of the Republic of Tatarstan Rustam Minnikhanov. Recall that Rustam Minnikhanov takes part in events dedicated to the Day of Russian Science. A specialized exhibition was organized in the building of the Academy of Sciences of the Republic of Tatarstan. State Counselor of the Republic of Tatarstan Mintimer Shaimiev, Rector of K(P)FU Lenar Safin, President of the Academy of Sciences of the Republic of Tatarstan Myakzyum Salakhov, Deputy Chairman of the State Council of the Republic of Tatarstan Marat Akhmetov and others got acquainted with the exposition. The stands of the GIS "Cultural heritage of Tatarstan and the Tatar people", the Institute of Applied Semiotics, the University of Talents and others were presented.
The President of the Academy of Sciences of the Republic of Tatarstan, Myakzyum Salakhov, made the keynote speech.
Rais of the Republic of Tatarstan Rustam Minnikhanov noted that holding the meeting at the site of the Academy of Sciences emphasizes the importance of its integration function for the entire scientific community of Tatarstan.
“In the Year of National Cultures and Traditions, I also want to note the contribution of the Academy to the preservation of the unique cultural heritage of the multinational people of the republic,” he said.
Rustam Minnikhanov stressed that the Day of Russian Science is of particular importance for Tatarstan.
“The leading Kazan scientific schools, which originated in the 19th century, glorified the republic far beyond its borders. The current generation of Tatarstan scientists worthily continues the work of their predecessors. In the National rating of scientific and technological development of the subjects of the federation, our republic took the high 5th position. This is the merit of 13,000 scientists working in the republic,” he said.
Another evidence of good results is the successful participation of the research institutions of the republic in the main events of the national project "Science and Universities," Rustam Minnikhanov said.
Tatarstan traditionally pays special attention to the training of scientific and engineering personnel. The training of qualified specialists for high-tech sectors of the economy is carried out in two educational and scientific centers and 3 advanced engineering schools, which were created on the basis of leading universities.
“In terms of the share of young scientists in the total mass of scientists, the republic significantly exceeds the national average,” Rustam Minnikhanov said. - In the country this figure is 60.2%, in our country it is 44%. It is gratifying that novice researchers feel comfortable in the republic and make a conscious choice in favor of science. In terms of the number of winners of the all-Russian contest "Student Startup", the republic took the 2nd place among all the subjects."
He stressed that efforts aimed at popularising science and attracting talented young people to the scientific-educational complex must be systematic.
Along with human capital, the effectiveness of research and development depends on the state of fixed assets of science. The process of upgrading the instrumentation base of leading scientific and educational organizations has been intensified in the country. The programme of strategic academic leadership "Priority 2030" plays an important role in this. All five higher education institutions in Tatarstan, its residents, confirmed this high status at the end of last year. As a result, annual spending on research activities in Tatarstan for the first time exceeded the 20-billion-ruble mark.
"Today there are various support measures in the republic to stimulate scientific activity. These include grant and scholarship programmes, and scientific prizes. Our task is to promote competition between scientists who are potential recipients of these support measures. In addition, favourable conditions for commercialisation of scientific and technological achievements are being created in Tatarstan," Rustam Minnikhanov reminded.
Thus, a strong innovation ecosystem operates in the region, which unites two special economic zones, 5 special economic zones, technopark platforms, funds to support entrepreneurial and innovative activities.
Recently, the republic's innovation infrastructure has been enriched with another promising element - a startup studio established by a federal university together with KAMAZ. "I am confident that it will take a worthy place in the formation of technological entrepreneurship skills among students and scientific and pedagogical staff," Rustam Minnikhanov specified.
"Despite the positive results achieved, I believe that they are not yet in line with the scale of tasks faced by the country in the field of science and technology," Rustam Minnikhanov continued. - Last year, we conducted a thorough audit of the scientific and educational complex, and analysed global and regional best practice in managing scientific and technological development. The Strategy and the State Programme of Scientific and Technological Development of Tatarstan were prepared with participation of the republic's academic community. They outline the main objectives until 2030 and formulate key activities to achieve them.
The main task is to ensure full implementation of the plans, said Minnikhanov, the Academy of Sciences should be more actively involved in this work, including the initiation of new high-tech projects and increase of extrabudgetary funding for research.
"I began my speech by stating the importance of integration processes for the republic's scientific community," Rustam Minnikhanov reminded. - I believe that their ultimate goal is to create a unified scientific and educational space on the basis of separate segments of the sphere of science and technology. I charge the Ministry of Education and Science and the Academy of Sciences of the Republic of Tatarstan to continue active work in this direction.
In turn, the integrated scientific-educational complex should function in inseparable unity with the real sector of economy, meeting its needs for qualified personnel, new knowledge and technologies.
"Our major companies such as Tatneft, SIBUR and others are already using scientific and technological achievements formed by universities and research institutions to solve the most complex production tasks. It is no secret that many foreign technologies are not available to us, so it is important to ensure technological sovereignty. Nothing can be achieved here without serious work. And our companies have already realized it! - Rustam Minnikhanov said.
He emphasized: despite certain progress, the Ministry of Industry and Trade jointly with sectoral agencies should take vigorous measures to expand cooperative ties of our enterprises with universities and research organizations.
Following these guidelines and on the basis of long-term planning documents, the scientific and educational community is capable of becoming an active participant in the process of restoring the technological sovereignty of the country, said Rustam Minnikhanov.
In conclusion, Rais of the Republic of Tatarstan congratulated everyone on their professional holiday - Russian Science Day - and wished them new brave ideas, plans and undertakings, and good health.
