Master's degree is a level of higher professional education, following the Bachelor's degree, which allows to deepen specialisation in a certain professional field, and in some cases - to change it.
Master's programme gives the graduate an opportunity to get a second full diploma of another level. The difference lies in the nature of the training: a Master's programme involves more in-depth knowledge and skills in a narrow field than a Bachelor's programme, and also prepares the student for research activities.
Persons with higher education of any level are admitted to Master's programmes.

Please note: All internal entrance examinations are conducted in person in Russian.
The minimum number of points for the entrance test for admission to Master's degree programmes is set at 40 points.
1. The applicant must submit the documents required for admission:
1) identity document(s) and citizenship (including a Russian passport certifying the identity of a Russian citizen outside the Russian Federation) (submitted simultaneously with the application for admission);
2) An educational document (submitted no later than the deadline for accepting applications (for bachelor's degree programs, no later than the deadline for accepting applications without taking entrance examinations).
Applicants may submit one or more educational documents.
A foreign educational document must be submitted along with a certificate of recognition of foreign education, except in cases where recognition of foreign education is not required under Russian Federation law and/or an international treaty. The certificate of recognition of foreign education must be submitted no later than the deadline for submitting consent for enrollment (for places within the admission target figures) or no later than the deadline for concluding contracts (for fee-paying places) in accordance with paragraphs 98 and 99 of these Admission Rules;
3) A document confirming registration in the individual (personalized) accounting system (submitted simultaneously with the application for admission, if any);
4) A statement of consent to the processing of personal data (submitted simultaneously with the application for admission);
5) To take internal general education entrance examinations due to disability (for undergraduate programs) - a document confirming disability on the day of its submission (hereinafter referred to as the "disability document") (submitted simultaneously with the application for admission or at a later date, but no later than the deadline for accepting documents without taking entrance examinations). If the applicant submits the disability document later than the deadline for submitting the application for admission, they will be allowed to take the entrance examinations, which are conducted after the submission of the disability document;
6) If special accommodations are required for taking internal entrance examinations - a document confirming disability or limited health capabilities on the day of its submission (hereinafter referred to as the "disability document") (submitted simultaneously with the application for admission or at a later date, but no later than the deadline for accepting documents). If an applicant submits a document certifying their disability later than the date of application, the Volga Region State University of Physical Culture, Sport, and Tourism will create special conditions for taking the entrance examinations, which are conducted after the document certifying their disability has been submitted.
7) For the use of centralized testing or examination results (for undergraduate programs), a document confirming completion of the centralized testing or examination (submitted no later than the deadline for accepting documents without taking the entrance examinations);
8) documents confirming individual achievements that are taken into account during admission (submitted at the applicant's discretion no later than the deadline for submitting documents (for undergraduate programs - no later than the deadline for submitting documents without taking entrance examinations);
9) documents specified in paragraphs 162-164 of these Admission Rules (submitted no later than the deadline for submitting documents (for undergraduate programs - no later than the deadline for submitting documents without taking entrance examinations);
10) other documents (submitted at the applicant's discretion no later than the deadline for submitting documents (for undergraduate programs - no later than the deadline for submitting documents without taking entrance examinations);
11) a photograph of the applicant.
For admission to places within the admissions targets for master's programs across all modes of study:
1) Application and document submission period:
Beginning: June 20, 2026;
End: July 25, 2026;
2) Enrollment:
a) Main enrollment stage:
Date of final consent for enrollment during the main enrollment stage: August 24, 2026 (consent for enrollment must be submitted by 12:00 PM Moscow time);
Issuance of enrollment orders: August 25, 2026;
b) Additional enrollment stage:
Date of final consent for enrollment during the additional enrollment stage: August 26, 2026 (consent for enrollment must be submitted by 12:00 PM Moscow time);
Issuance of enrollment orders – August 27, 2026;
3) Establishment of the number of places for additional enrollment by the Volga Region State University of Physical Culture, Sport and Tourism – August 30, 2026.
2. For additional enrollment within the admissions targets for master's programs in all modes of study:
1) Application and document submission:
Beginning – August 31, 2026;
End – September 2, 2026;
2) Deadline for submitting consent for enrollment – September 15, 2026 (consent for enrollment must be submitted before 12:00 PM Moscow time);
3) Enrollment ends – September 20, 2026.
3. For admission to fee-paying places in master's programs across all modes of study:
The application and document submission period begins on June 20, 2026;
The application deadline is August 11, 2026;
The enrollment period ends on August 29-30, 2026.
4. The Volga Region State University of Physical Culture, Sport, and Tourism is holding additional admissions to fee-paying places in undergraduate and master's programs across all modes of study only for applicants with a foreign educational document. This additional admissions period is a one-time event and will be completed no later than November 30, 2026.
When submitting an application for admission to training, the applicant provides a medical certificate of the established sample (form No. 086/u, approved by the Order of the Ministry of Health of the Russian Federation from December 15, 2014, No. 834n "On approval of the unified forms of medical documentation used in medical organizations providing medical care in outpatient settings, and procedures for their completion") for admission to FSBEI HE "Volga Region GUFKSiT" for all areas of training for bachelor's and master's degree programmes.
If the entrant has medical contraindications, established by the order of the Ministry of Health of the Russian Federation, FSBEI HE "Volga Region GUFKSiT" provides its information about the consequences associated with these contraindications during training and subsequent professional activity.
In case of non-presentation by the entrant, or invalidity of the medical certificate (conclusion), absence in it completely or partially of information about the medical examination, the entrant, or his legal representatives (parents), or the authorised person is responsible.
For Master's programmes a medical certificate of the established sample is provided before the date of admission.
Admission procedure
Applications will be accepted starting June 20, 2026.
Documents required for admission are submitted (sent) to the Volga Region State University of Physical Culture, Sport, and Tourism in one of the following ways:
1. Submitted in person by the applicant or by an authorized representative to the Admissions Committee;
2. Submitted electronically through the applicant's Personal Account.
1. The Volga Region State University of Physical Culture, Sport and Tourism (Volga Region State University of Physical Culture, Sport and Tourism) accepts students for training within the target quota based on applications for targeted training contracts submitted by applicants in accordance with proposals for targeted training contracts generated by federal government agencies, state authorities of constituent entities of the Russian Federation, local governments, and legal entities specified in Part 1 of Article 71.1 of Federal Law No. 273-FZ (hereinafter, respectively, applications, proposals, or clients) and posted on the Unified Digital Platform for Employment and Labor Relations "Work in Russia" (hereinafter, the "Work in Russia" digital platform) or submitted by clients to the Volga Region State University of Physical Culture, Sport and Tourism (in the event of failure to post proposals on the "Work in Russia" digital platform).
The Volga Region State University of Physical Culture, Sport and Tourism assigns unique identification numbers to customers who submit proposals to the Volga Region State University of Physical Culture, Sport and Tourism (in the event that proposals are not posted on the Work in Russia digital platform).
2. For admission to training positions within the target quota:
1) the applicant submits an application for admission in accordance with the offer;
2) the applicant indicates in the application:
a) if the offer pursuant to which the applicant is applying for the specified positions is posted on the "Jobs in Russia" digital platform:
the indicator indicating whether the offer is posted on the "Jobs in Russia" digital platform;
the offer number generated on the "Jobs in Russia" digital platform;
b) if the offer pursuant to which the applicant is applying for the specified positions is not posted on the "Jobs in Russia" digital platform:
the indicator indicating whether the offer is not posted on the "Jobs in Russia" digital platform;
the offer number generated by the client;
3) if the applicant submits a new application, the previous application is considered withdrawn.
3. The Volga Region State University of Physical Culture, Sport and Tourism will review the application and the application (if submitted in paper form).
The Volga Region State University of Physical Culture, Sport and Tourism will deny admission to a place within the target quota if:
the application is missing when submitting a paper application;
the offer specified in the application and/or the application is not available on the "Work in Russia" digital platform and has not been submitted by the applicant to the Volga Region State University of Physical Culture, Sport and Tourism, or does not correspond to the competitive group specified in the application;
The application submitted in paper form does not comply with the standard application form approved by Decree of the Government of the Russian Federation No. 555 of April 27, 2024, "On Targeted Training in Secondary Vocational and Higher Education Programs";
The application contains information about the applicant's non-compliance with the requirements for citizens entering into a targeted training agreement;
The customer has provided information about the applicant's non-compliance with the requirements for citizens entering into a targeted training agreement, in cases established by the regulation on targeted training approved by Decree of the Government of the Russian Federation No. 555 of April 27, 2024, "On Targeted Training in Secondary Vocational and Higher Education Programs."
4. Lists of applicants and competition lists for places within the target quota indicate whether the offer has been posted or not on the "Jobs in Russia" digital platform, the offer number, and the customer identification number (if the offer has not been posted on the "Jobs in Russia" digital platform).
The Volga Region State University of Physical Culture, Sport, and Tourism allocates a target quota for the field of study in accordance with the admission quota for targeted training, which is established in accordance with the procedure for establishing admission quotas for targeted training, approved by the Government of the Russian Federation, the state authority of a constituent entity of the Russian Federation, or the local government (hereinafter, the "quota establishment procedure").
5. When accepting students for placements within the target quota: an applicant who participated in career guidance events (hereinafter, a participant in career guidance events) must indicate in their application that they are participating in career guidance events;
The Volga Region State University of Physical Culture, Sport and Tourism includes points for targeted individual achievements in the total number of competition points if the applicant is included in the list of career guidance event participants submitted by the applicant to the Volga Region State University of Physical Culture, Sport and Tourism prior to the start date of accepting applications for admission, indicating the insurance number of their individual personal account and signed by an authorized official, either in hard copy or electronically.
6. The Volga Region State University of Physical Culture, Sport and Tourism will accept applicants for placements within the target quota in a number not exceeding the number of contracts specified by the applicants in their proposals (for each proposal).
On May 1, 2024, Federal Law No. 124-FZ of April 14, 2023, "On Amendments to the Federal Law 'On Education in the Russian Federation'" and Russian Government Resolution No. 555 of April 27, 2024, "On Targeted Training in Secondary Vocational and Higher Education Programs" entered into force.
Targeted training is study at a university under a targeted training agreement with a target training requester.
If a citizen has entered into such an agreement, then:
- the requester is obligated to provide support to the student during their studies and to employ them after completion;
- the citizen is obligated to complete the educational program and work for 3 to 5 years.
Requesters post offers on the "Work in Russia" digital platform for citizens applying for educational programs no later than June 10 of the year in which admission takes place (hereinafter, the admission year).
For master's degree programs, a citizen must independently review offers from customers on the Unified Digital Platform for Employment and Labor Relations "Work in Russia" and submit an application for a targeted training agreement at a university within the deadlines established by that university for accepting applications for admission.
1. Admission to studies is conducted:
to places for study under education contracts concluded upon admission to studies funded by individuals and/or legal entities, and at the expense of the Federal State Budgetary Educational Institution of Higher Education "Povolzhsky State University of Physical Culture, Sport and Tourism" (hereinafter referred to as fee-paying places or education contracts).
The Federal State Budgetary Educational Institution of Higher Education "Povolzhsky State University of Physical Culture, Sport and Tourism" may establish 1-3 additional professional entrance examinations in accordance with the list of additional professional entrance examinations for admission to bachelor's degree programs approved by the Ministry of Science and Higher Education of the Russian Federation, in areas of study included in the list of areas of study for which additional professional entrance examinations may be conducted upon admission to studies funded by budgetary allocations from the federal budget, budgets of constituent entities of the Russian Federation, and local budgets in bachelor's degree programs, as approved by the Ministry of Science and Higher Education of the Russian Federation. These additional entrance examinations apply to both places within the admissions target and fee-paying places.
Applicants to master's degree programs submit:
one application for admission to places within the admissions target (if applying for these places);
one application for admission to fee-paying places (if applying for these places).
To be admitted to fee-paying places, applicants sign an education contract and inform the Volga Region State University of Physical Culture, Sport and Tourism of their need for admission in accordance with the education contract. The Volga Region State University of Physical Culture, Sport and Tourism sets the deadline for signing education contracts (hereinafter, the deadline for signing contracts). The education contract is signed from the day applications for admission begin to be accepted until the day the contract is finalized, inclusive.
Applicants are eligible for fee-paying placements if they qualify for the designated number of places and have an education contract signed with the Volga Region State University of Physical Culture, Sport, and Tourism on the day the contracts are finalized, provided that the applicant has notified the Volga Region State University of Physical Culture, Sport, and Tourism of their need for enrollment in accordance with the education contract. Applicants are enrolled in fee-paying places based on one or more admissions priorities. Admission to fee-paying places occurs regardless of whether they are enrolled within the admissions target.
2. If attending in person, the applicant must sign the contract for the provision of fee-paying educational services immediately.
3. Tuition can be paid at any bank. After payment, you must scan the receipt and email it to the Admissions Committee (or bring it in person to the Admissions Committee). Enrollment will only be based on payment of tuition for the first year.
4. Payment can be made using maternity capital. It can also be made through an educational loan. In these cases, the applicant and parent (or, if paying with maternity capital, the mother) must personally visit the admissions office.

After the application and required documents have been submitted, the applicant will receive a document acceptance receipt indicating their examination number. This examination number will be required for the entrance examinations: a) for written entrance examinations, the applicant must indicate the examination number on the entrance examination answer form.
To be admitted to the entrance examinations, the applicant must present a receipt and passport.
Individuals who fail the entrance examination for a valid reason (illness or other documented circumstances) are allowed to take the entrance examination in another group or on a reserve day. Taking the exam on a reserve day is possible upon personal application to the Admissions Committee. A document confirming the validity of the absence on the main examination day (e.g., a medical certificate) must be attached to the application. Applications are reviewed on a case-by-case basis.
General Rules for Filing and Reviewing Appeals
1. Based on the results of the entrance examinations conducted independently by the Volga Region State University of Physical Culture, Sport, and Tourism, the applicant, their legal representative, or another person acting under a power of attorney in their interests has the right to submit an appeal to the Admissions Committee regarding a violation, in the applicant's opinion, of the established procedure for conducting the entrance examination and/or disagreement with the assessment of the entrance examination results.
During the appeal review, compliance with the established procedure for conducting the entrance examination and/or the accuracy of the assessment of the entrance examination results are verified.
The appeal is submitted on the day the entrance examination results are announced or within the next business day. An appeal regarding a violation of the established procedure for conducting the entrance examination may also be submitted on the day of the entrance examination.
2. The appeal is reviewed no later than the next business day after the day it is submitted.
The applicant, their legal representative, and/or another person acting under a power of attorney on their behalf have the right to be present during the appeal hearing. The applicant, their legal representative, or another person acting under a power of attorney on their behalf must have an identity document with them. Anyone acting under a power of attorney on the applicant's behalf must also have a duly executed power of attorney or a notarized copy of the power of attorney.
After reviewing the appeal, the appeals committee decides whether to change the entrance examination grade or leave the grade unchanged, and dismiss the appeal.
The appeals committee's decision, documented in a protocol, is communicated to the applicant, their legal representative, or another person acting under a power of attorney on their behalf. The applicant's or their legal representative's or other person acting under a power of attorney on their behalf's behalf being informed of the appeals committee's decision is certified by the signature of the applicant or their legal representative or other person acting under a power of attorney on their behalf.
3. The appeal review does not constitute a retake of the entrance examination.

Master of Sports of International Class – 4 points;

2) Availability of a document of higher education and qualifications with honors of the previous level – 5 points;
3) Articles in scientific journals from the RSCI database (one article for the 3 years preceding admission is taken into account) – 1 point;
Articles in peer-reviewed journals according to the list of the Higher Attestation Commission (one article for the 3 years preceding admission is taken into account) – 3 points;
Articles in scientific journals included in the international databases Scopus, Web of Science, etc. (one article for the 3 years preceding admission is taken into account) – 5 points;
One highest achievement counts.
4) Winner or prize-winner of specialized competitions “Young Professionals (WorldSkills Russia)”, or the international organization “WorldSkills International” - 5 points;
5) Participation in the republican competition “Journey to the Origins”, Professional Skills Competition “Hospitality Stars”, specialized Olympiad “International Student Olympiad in Service and Tourism”:
Medalists, winners or prize-winners – 2 points;
6) Participation in the All-Russian Olympiad for Students “I am a Professional”:
Olympiad participant – 1 point,
Medalists, winners or prize-winners of the Olympiad – 2 points.
The applicant submits documents confirming receipt of the results of individual achievements. The procedure for recording individual achievements is established by the Federal State Budgetary Educational Institution of Higher Education "Povolzhsky State University of Physical Culture and Technology" independently.
The applicant has the right to submit to the admissions committee a document confirming individual achievement no later than the day preceding the day of publication of the competitive lists.
After submitting a document confirming an individual achievement, the FSBEI HE “Povolzhsky GUFKSiT” awards additional points for a confirmed individual achievement in accordance with clause 29 of the Admission Rules.
The amount of points awarded to an applicant for individual achievements cannot exceed 15 points.
Points awarded for individual achievements are included in the total of competition points.

Admission is conducted according to the competitive lists and the admission priorities specified in the admissions application until the designated number of spots is filled.
1. To be admitted to spots within the admissions target, applicants must submit consent to enrollment to the Volga Region State University of Physical Culture, Sport, and Tourism. This consent must be submitted electronically by submitting an electronic consent to enrollment stamp on the Unified State Portal of Public Services (USPS) or in hard copy by submitting an application for consent to enrollment to the Volga Region State University of Physical Culture, Sport, and Tourism (in person or by post). Electronic consent must be submitted no more than once every two hours.
2. The Volga Region State University of Physical Culture, Sport, and Tourism sets a deadline for submitting consent to enrollment within the admissions target. Submission of consent for enrollment is required from the day applications are accepted until the deadline for submitting consent for enrollment (hereinafter, the deadline for submitting consent for enrollment).
Consent for enrollment applies to all competitive groups for places within the admissions target figures at the Volga Region State University of Physical Culture, Sport, and Tourism (Volga Region State University of Physical Culture, Sport, and Tourism) for undergraduate or graduate programs.
If an applicant who has submitted consent for enrollment wishes to submit consent for enrollment at another institution, they must revoke their consent for enrollment.
3. To be admitted to fee-paying places, the applicant must sign an education agreement and inform the Volga Region State University of Physical Culture, Sport, and Tourism (Volga Region State University of Physical Culture, Sport, and Tourism) of their need for enrollment in accordance with the education agreement. The Volga Region State University of Physical Culture, Sport, and Tourism (Volga Region State University of Physical Culture, Sport, and Tourism) sets the deadline for signing education agreements (hereinafter, the deadline for signing agreements). Primary highest priority – the highest admission priority for which an applicant is selected based on the competition, determined for applicants included in the competition list, regardless of whether they have consented to enrollment. Highest passing priority – the highest admission priority for which an applicant is selected based on the competition, determined for applicants who have submitted consent to enrollment. 5. Applicants are eligible for admission to places within the admissions quotas, in accordance with the highest qualifying priority, if they are selected within the established number of places and have consented to enrollment by the deadline for submitting consent to enrollment to the Volga Region State University of Physical Culture, Sport, and Tourism, provided that the applicant has not withdrawn consent to enrollment on or before the day the enrollment order is issued.
101. Applicants are eligible for admission to fee-paying places if they are selected within the established number of places and have an education contract signed with the Volga Region State University of Physical Culture, Sport, and Tourism by the deadline for signing contracts, provided that the applicant has informed the Volga Region State University of Physical Culture, Sport, and Tourism of the need for enrollment in accordance with the education contract. Applicants are admitted to fee-paying places according to one or more admission priorities. Admission to fee-paying places is carried out regardless of whether the applicant is admitted to places within the admissions target.
6. If an applicant has submitted an application for admission through the Unified State Public Services Portal, they may submit consent to enrollment through the Unified State Public Services Portal, either in person or through a postal service provider. If an applicant has submitted an application for admission in person or through a postal service provider, they may submit consent to enrollment in person, through a postal service provider, or through the Unified State Public Services Portal (provided that they provided their individual insurance account number to the Volga Region State University of Physical Culture, Sport, and Tourism and consented to the transfer of information to the Unified State Public Services Portal when submitting their application).
7. Upon submission of consent to enrollment, the Volga Region State University of Physical Culture, Sport, and Tourism will add information about the consent to enrollment to the selection list (or, prior to the publication of the selection list, to the list of applicants).
On the day of completion of the submission of consent for enrollment, the Federal State Budgetary Educational Institution of Higher Education “Povolzhsky State University of Physical Culture, Sport and Tourism” shall, no later than 2:00 p.m. Moscow time, ensure that consents for enrollment submitted to the Federal State Budgetary Educational Institution of Higher Education “Povolzhsky State University of Physical Culture, Sport and Tourism” are included in the competitive list.
8. Applicants have the right to revoke their consent to enrollment on the Unified State Portal of Public Services at any stage of the admissions process or by submitting a revocation of consent to enrollment to the Volga Region State University of Physical Culture, Sport and Tourism (in person or by mail) (hereinafter referred to as "revocation of consent to enrollment").
If an applicant revokes their consent to enrollment, the Volga Region State University of Physical Culture, Sport and Tourism will include information about the revocation of consent to enrollment in the selection list (or, prior to publication of the selection list, in the list of applicants).
9. Applicants have the right to revoke their application for admission on the Unified State Portal of Public Services at any stage of the admissions process or by submitting a revocation of consent to enrollment to the Volga Region State University of Physical Culture, Sport and Tourism (in person or by mail) (hereinafter referred to as "revocation of application to enrollment").
If an application for admission is withdrawn, the Volga Region State University of Physical Culture, Sport and Tourism removes the applicant from the list of applicants, the competitive list, and the admitted applicant.
10. Admission is formalized by an order(s) of the Volga Region State University of Physical Culture, Sport and Tourism. By decision of the Volga Region State University of Physical Culture, Sport and Tourism, these orders are published on the official website, indicating the applicant's unique code at each stage of the admissions process.
11. Based on the admissions results, the Volga Region State University of Physical Culture, Sport and Tourism compiles admissions information for each competition, indicating the applicant's unique code, the total number of competitive points, the number of points for the entrance examinations and for individual achievements, and the grounds for admission without entrance examinations.
The dormitory is available to out-of-town residents.
The dormitory has 2,220 available beds.
