A strategic session with the heads of the executive authorities of the constituent entities of the Russian Federation in the field of physical culture and sport was launched at the Novogorsk training centre in the Moscow Region. The event, which takes place on November 18-19, is attended by the heads of sports authorities from 74 regions of Russia, including the representatives of the new subjects of the Russian Federation - Donetsk and Lugansk People's Republics, Zaporozhye and Kherson regions.

The session is an opportunity to discuss topical issues of regional development of physical culture and sport, exchange opinions, outline ways of solving existing problems and, the most important thing, work out further steps and plans for the future by joint efforts.

The Minister of Sport of the Russian Federation Oleg Matytsin addressed the strategic session. He noted that the Ministry plans to make such meetings a regular occurrence, twice a year.

Oleg Matytsin also welcomed delegations from the reunited territories of Russia.

"Sport is now under the fire of sanctions. It is important for us to tackle the challenges of strengthening the national sports system, interaction with regional agencies. All this we cannot do without the participation of the regions, because they are the backbone of the activity," said Oleg Matytsin. He noted that it is very important that the released regions join the sports community in Russia.

"Each of the regions has experience that, of course, is necessary to ensure the effective work of regional sports departments," the Minister said.

He also underlined that openness and readiness for direct dialogue with representatives of the industry on a wide range of issues facing Russian sports is a priority for the Government of the Russian Federation and the Ministry of Sport of Russia.

Within the framework of the event the regional ministers discussed the harmonization of legislation on physical education and sport and education, and learnt about the specifics of creating a communication campaign aimed at creating an environment for amateur athletes and stimulating physical activity at all ages. In addition, representatives of sports authorities discussed the implementation of the federal project 'Sport as a Norm of Life' of the national project 'Demography'.

The meeting was attended by Vladimir Leonov, Minister of Sport of the Republic of Tatarstan, the pilot region of the 'Sport is Life Norm' project. He said that the region is actively developing infrastructure. By 2030 70% of Russians must be actively involved in sport. In Kazan the bar has been raised to 75%.

Denis Petrovsky, Minister of Sport in the Krasnoyarsk Territory, appreciated the results of the federal project: "In the period from 2022 to 2025, 251 sports facilities will be built under the state programme Development of Physical Culture and Sport, which will help to increase the level of provision of the Krasnoyarsk territory population. Thanks to systematic measures for supporting and developing sports infrastructure at the expense of both the federal (including the "Sport is a Standard of Living" project) and regional budgets, the number of sports facilities, including urban and recreational infrastructure facilities, adapted for physical education and sports, as of January 1, 2022 amounted to more than 8,000 units, the level of sports facilities provision of the Krasnoyarsk Territory population is 56.5%.

Heads of sports authorities of the new territories were invited to take part in the discussion. Acting Minister of Culture, Sports and Tourism of Zaporozhye region Radik Isyakaev said that joining the Russian Federation will give a huge impulse for sports development in the region. He noted that various types of martial arts are already actively developing in Zaporizhzhya, there are strong basketball and handball players.

"It is very important to actively implement project "Sport - Normal Life", which motivates people to do sports, educates a new generation and helps to avoid Internet addiction in our youth", - said Radik Isiakayev. He said that in the future the existing facilities on the shores of the Azov Sea could be used to create sports bases. The heads of the Ministry of Sport of the Russian Federation have already familiarized themselves with that proposal.

The first deputy minister of culture, sport and youth of Luhansk People's Republic Aleksandr Kornienko announced about the possible effects of the federal project "Sport - a norm of life": "Implementation of this project in Luhansk People's Republic will improve, I would even say, create for all categories and groups the conditions for participation in physical culture and sport, including increasing the provision of facilities and provide ongoing training of the sports reserve".

During the session Oleg Matytsin presented state awards of the Russian Federation, insignia of All-Russian physical culture and sports complex "Ready for Labour and Defence", cups and awards following the results of All-Russian Summer Sports Spartakiade among the strongest athletes of 2022, international complex sports competitions "Summer Paralympics Games "We're Together. Sport' as well as the results of the All-Russian Summer Universiade 2022.

The meeting of sports officials will last till November 19. Apart from the business programme, the executives will take part in sporting events, including a volleyball tournament.
