The issues of signing the collective agreement of the university for 2023-2026, adoption of the charter of the university in a new edition, as well as determining the term of election by competition to fill the position of a teaching staff member related to the teaching staff, were considered today at the conference of employees and students of the Volga Region State University of Physical Culture, Sports and Tourism.

The event was held under the chairmanship of the vice-rector for administrative work, social development and youth policy of the university Natalia Grechannikova.

Danir Islyamov, head of the department of organisation of admission of applicants, chairman of the primary trade union organisation of the Volga Region University, made a speech at the conference with information on the progress of preparation of the draft collective agreement of the university for 2023-2026.

He said that as a result of collective bargaining a draft collective agreement was agreed upon, which provides additional benefits for university employees. In particular, the amount of financial aid payment to employees has been increased from 5 thousand to 10 thousand rubles, the children of employees who entered the university under agreements for paid educational services are given a 10% discount on tuition fees.

In addition, children of university employees are provided with a 10% discount on the cost of services of the university's Comprehensive Sports School.

University employees with disabilities are provided with the opportunity to receive free medical services once a year in the medical unit of the university.

Aidar Zainullin, Head of Legal Support and Personnel Policy Department, reported on the new edition of the University Charter.

He noted that the charter is revised in connection with changes in the labour legislation of the Russian Federation and the law on education.  During the conference it was proposed to supplement the charter with the authority of the conference of employees and students to determine the term of election by competition of the teaching staff with bringing other provisions of the charter in this part to uniformity; to bring the charter in line with the procedure for granting long-term leave to teaching staff (in accordance with the order of the Ministry of Education and Science of the Russian Federation); to supplement the charter with requirements for the structure of the official website and the format of presentation of information; as well as to supplement the charter with information on

The issue of determining the term of election by competition to fill the position of a university pedagogical employee was also raised in connection with the amendment of the article of the Russian Labour Code.

Within the framework of the law, the term of election by competition to fill the relevant position of a teaching staff member shall be determined by the Conference of Employees and Trainees. The current legislation establishes the range of fixed-term labour contract within the limits of not less than three years and not more than five years. And for the performance of certain work of a deliberately urgent (temporary) nature for a period of less than three years, but not less than one year.

In the course of the conference it was proposed to establish that a fixed-term labour contract is concluded with a pedagogical employee belonging to the teaching staff of the University for a period of 3 years following the results of election by competition; for 1 year following the results of election by competition to perform certain work of obviously urgent (temporary) nature.

Open voting on the agenda was held and positive decisions were taken on all three items.
