Today, December 26, the Minister of Sports of the Russian Federation Oleg Matytsin chaired a meeting of the Board of the Ministry of Sports of Russia.
The event was attended by representatives of the Administration of the President of the Russian Federation, the State Duma of the Russian Federation, federal and regional executive authorities, all-Russian sports federations and sports organizations.
In his welcoming speech, the Secretary of the Council for the Development of Physical Culture and Sports under the President of the Russian Federation, Marat Filippov, noted: “On December 18, the President of the Russian Federation Vladimir Putin signed a number of instructions following the meeting of the Council for the Development of Physical Culture and Sports, which was held in Perm as part of the International Sports Forum “Russia – a Sports Power”. At the end of February, a working group will be formed for the next meeting of the Council, which will be headed by the Governor of the Chelyabinsk Region, Alexander Texler. As part of today's work, we need to maintain full funding for Russian championships in all sports. This question is very important, since today's juniors are the closest reserve. And cutting funding for their competitions is unacceptable.”
Chairman of the State Duma Committee on Physical Culture and Sports Dmitry Svishchev emphasized: “First of all, we are summing up the results of the anniversary year for our industry. I would like to note that we have completed the main tasks set by the President of Russia. Enormous support is provided to our new subjects for integration into the domestic sports system. Unfortunately, our athletes are illegally deprived of the right to compete on the international stage, so we are obliged to provide them with full support. The problems that were raised by our Committee together with the Russian Ministry of Sports were heard by the President. We will continue to support mass sports, elite sports and veterans of special military operations.”
In his speech, head Oleg Matytsin noted: “2023 was not an easy year, but we have something to be proud of. Our legislative framework will become the foundation for the development of mass and professional sports. We have to solve a large number of problems, including preparing and holding all-Russian and international competitions in Russia.”
The head of the Russian Ministry of Sports spoke about the results that were achieved by the department in 2023. In the country, more than 77 million people regularly engage in physical education and sports, and 80 sports facilities are planned to open by the end of the year. Oleg Matytsin separately reminded regional authorities of the inadmissibility of postponing construction and commissioning of facilities. “The level of provision of citizens with sports facilities was more than 63 percent, which is ahead of the planned indicators,” he noted.
Oleg Matytsin reported on the Ministry’s further plans to strengthen the domestic sports system and develop international cooperation.
“In the past year, our athletes performed well at the largest international competitions: V ALBA Bolivarian Games, BRICS Games, II CIS Games. Ekaterinburg held the International University Sports Festival at a high level, and Kemerovo held the Children of Asia Winter International Sports Games. The years of Russian-Chinese cooperation in the field of physical culture and sports are coming to an end, but our interaction does not stop. We have only strengthened our sporting ties with the People's Republic of China and will continue to exchange experience and resources. Since the beginning of the year, more than 30 business meetings have been held with sports ministers of other countries, foreign ambassadors and representatives of diplomatic missions in the Russian Federation. Every three months, joint meetings of the Collegiums are held with our colleagues from the Republic of Belarus; we actively interact on many issues of developing bilateral relations - a list of joint physical education and sports events on the territory of our countries for the next three years was previously approved. 13 thousand sporting events are included in the Unified Calendar Plan for 2024, of which more than 50 are particularly significant. This includes the All-Russian Spartakiad of the Strongest in Winter Sports, and the International Multi-Sports Tournament “Games of the Future”, as well as the Games of the BRICS Countries and the World Friendship Games,” the Minister said.
As part of the Collegium, Oleg Matytsin announced via videoconference the opening of new sports facilities built as part of the federal project "Sport is the norm of life" of the national project "Demography" and the federal project "Business Sprint. I Choose Sport". These are a modular sports hall in the village of Berdykel in the Chechen Republic, a universal sports hall in the working settlement of Ust-Abakan in the Republic of Khakassia, and a sports and fitness centre in the village of Endirey in the Republic of Dagestan.
The Board discussed the development of physical culture and sports in the new territories of the Russian Federation, the main directions of the Unified calendar plan of interregional, all-Russian and international physical culture and sports events for 2024, the creation of conditions for training in the field of physical culture and sports.
The rector of the Volga Region University of Physical Culture, Sports and Tourism, Rafis Burganov, made a report on the personnel training system at the board meeting. In his speech, he spoke about the levels of education and the process of training specialists on the principles of duality, when a student receives theoretical knowledge in an educational institution, and practical skills in an organization in the workplace. He noted that the created model was built on the basis of analysis and forecasting of the needs of the regional labor market for specialists. Rafis Burganov also spoke about scientific cooperation with the Russian Academy of Education with the assignment of the status of the Volga Region Scientific Center for Physical Culture and Sports of the Russian Academy of Education.
“This practice of organizing the educational process allows the university to act as a scientific and methodological center of the regional system of training personnel for the field of physical culture and sports. By the decision of the Cabinet of Ministers of the Republic, a scientific and educational cluster of the university was created, which, in addition to the university itself, included eight specialized vocational education organizations of the republic. As part of the cluster’s activities, interaction with sports and secondary schools, the university has created five scientific and methodological associations to develop the practice of teaching physical education in schools, the practice of improving the training process in youth sports schools, psychological and pedagogical support of the educational process in schools, the practice of dual education, the practice of inclusive education . The university takes an active part in the development of school sports, for example, within the framework of projects such as the school volleyball league, school football league,” noted the rector of the Tatarstan sports university.
In his speech, Rafis Burganov also spoke about the programme of integrated training for small schools of the Republic of Tatarstan, professional development of teachers of secondary schools and coaching staff of the republic's youth sports schools, as well as scientific, methodological and medical and biological support for the university's student-athletes, athletes of the national teams of Russia and the republic, athletes of sports schools of Kazan.
Separately, the rector dwelled on the creation of the Centre for the development of human resources potential of the tourism industry on the basis of the Volga Region University of Sport.
