President of the Republic of Tatarstan Rustam Minnikhanov addressed an annual message to the state Council of the Republic of Tatarstan. He said:

The football world Cup, which was successfully held in our country, including in the capital of the Republic, became a bright, memorable holiday of sports and hospitality. This is confirmed by the words of FIFA President Gianni Infantino, who called the world Cup in Russia the most exciting and the best in its history, and thanked the team of Tatarstan for their support and assistance. Millions of fans from all over the world have discovered a diverse, friendly, modern Russia. For many, this was a pleasant surprise, strikingly different from the stereotypes replicated by foreign publications. More than 300 thousand tourists visited Kazan in a short time... This is a serious step in the promotion of Tatarstan as the largest center of culture, sports and tourism. Guests deservedly compare Kazan with European cities in terms of infrastructure and service development. We have proved once again that the Republic is capable of holding competitions and forums of any level and scale.
Less than a year remains before the world championship of professions "WorldSkills" in Kazan. Our experience, active development of the infrastructure of The WorldSkills movement in the Republic, the second place of the Tatarstan team at the all – Russian championship this year are good prerequisites for the successful holding of the championship. Representatives of more than 70 countries will compete in more than 50 leading competencies. But not only the championship is valuable, but also the world experience, technology and skills that we acquire, the opportunity to attract the attention of society and business to the popular professions of the future, to increase their popularity, to create conditions for the approval of high professional standards. That is why 2019 is declared the Year of working professions in the Republic!
Traditionally, a special role in the Republic is given to the formation of citizenship and patriotism among young people. Much is being done within the framework of the year of volunteers and volunteers announced in Russia, as well as during the implementation of targeted programs. And yet the risks and challenges faced by the younger generation due to age characteristics are very significant. Therefore, we have decided to establish an independent Ministry for youth Affairs of the Republic of Tatarstan as a center of responsibility for the development of this important sphere. In General, the youth policy is interdepartmental and should be aimed at the active involvement of young people in the current agenda of the Republic.
Much has been done in terms of creating sports infrastructure. Throughout the Republic, built around a thousand sports grounds, sports hall 71, 62 pools, 17 ice rinks, ski lodges 27. This was a good help in promoting a healthy lifestyle. The number of people engaged in physical culture and sports in the country has almost doubled and exceeded 43 %. An important task is the development and enhancement of human capital through the acquisition of knowledge, skills, experience, strengthening of human health and the formation of an effective working environment. The key role is given to the sphere of education. Over the past 8 years, the consolidated budget of the industry has grown almost 3 times. Of course, spending on education is not just a social obligation of the state. This is an investment in the future with high returns. Our task is to give every citizen of the Republic the opportunity to develop, taking into account its potential, to help the child to decide in which direction to move. It is necessary to create an integrated system to identify and develop the abilities and competitive advantages of the younger generation. A key theme for all levels of the education system should be competent career guidance, starting with kindergarten and school. A good help here is the institution of mentoring, which should be actively developed. Universities, research teams and successful companies should become partners of educational organizations. Creative, creative youth requires special attention. They are able to solve their problems by non-standard methods and have a great influence on the opinion of the younger generation. It is necessary to further develop the centers of creative industries, to attract their representatives to the existing infrastructure of cultural, educational and youth centers, to support the creation and replication of new creative products... it is necessary to fully prepare children and young people for a successful future life. Along with professional qualities in the education system, serious attention should be paid to the formation of over-subject competencies, harmonious development of the child's personality and his education. It is important to develop qualities such as commitment, communication, independence, the ability to take responsibility and solve problems by non – standard methods, as well as instill in them the most important values of life-patriotism and mutual respect, honesty and kindness, the ability to be friends and keep the word. In General, all levels of the education system should be clearly focused on the needs of the modern economy. An important role in the integration of the education system and the economy is assigned to our universities and research organizations, which are faced with the task of commercialization of scientific and research activities. For the first time it is for such applied research that a state order for the Academy of Sciences of the Republic was formed this year. In addition, the cooperation of universities, scientific organizations and the real sector in joint technology and development aims to provide the recently established Association "Innokam" portal "Endoscop". Tatarstan enterprises and universities should make more active use of this resource.
The whole world experience shows that the best preventive measures to preserve health-physical culture and sports, a healthy lifestyle. There are all conditions for this in the Republic. The main thing is that the sports infrastructure created in the Republic should work effectively and bring results. And both in development of mass sports, and in sports of the highest achievements. Sports facilities should be accessible to all residents, including children and youth sports schools, pensioners and people with disabilities. At the same time, the development of student sports requires attention. This will be facilitated by the creation of sports clubs in universities and an increase in the number of student leagues. The success of Tatarstan teams contributes to the popularization of the sports movement in the Republic: hockey "AK bars" pleased its fans, winning the Gagarin Cup for the third time, volleyball "Zenit" became the tenfold champion of the country! In one season our club won all the tournaments in which it took part, including the club world championship. Team "Dinamo-Kazan" for the 15th time became the champion of Russia in field hockey. And, of course, our KAMAZ-Master team! Of course, for the younger generation such loud victories are the best motivator to start playing sports. Creating favorable conditions for young athletes to achieve high results is the task of the Ministry of sports of the Republic of Tatarstan. Here we need a systematic, systematic work on their preparation from early childhood. We should strive to ensure that the names of Tatarstan pupils are heard as often as possible in the national teams.
We have already implemented ideas that seemed so ambitious and unattainable a few years ago. Our dreams of yesterday have come true today. I am sure that in the near future we will implement our most ambitious breakthrough plans, which we are just beginning to think about. The main thing is to believe in yourself, not to be afraid of changes and confidently go to the goal! To achieve success, we must think outside the box, improve our knowledge, act decisively.
