26 January 2018 the Russian State Duma adopted in the third reading the Federal law "On amendments to certain legislative acts of the Russian Federation on volunteering (volunteering)". This legal act was developed on behalf of the President of the Russian Federation Vladimir Putin and is designed to regulate volunteer activities in our country. Recall that 2018 is declared in Russia the year of the volunteer (volunteer).
The main purpose of the law – the formation of a unified legal approach to the regulation of relations arising in the field of volunteering (volunteering). A series of amendments and regulations will provide clear and precise the mechanisms of interaction between the volunteers (volunteers), organizers of the volunteer (volunteer) activities, beneficiaries, and Federal and regional Executive bodies, municipal authorities; and to ensure legal protection of volunteers, including not only the satisfaction of their intangible (spiritual) needs, but an additional warranty. So, for example, established General requirements to the contract concluded with a volunteer, and its contents, including the conditions for ensuring food and drinking water, insurance of life and health, equipment, special clothing, individual protection means, etc.
Among the institutionalized aspects of the concept of "volunteering" and "volunteerism", the General legal status of volunteers (volunteers) and organizers of the volunteer (volunteer) activities and volunteer organizations. A special section establishes the General rights and obligations of participants in volunteer activities.
In addition, extended powers of all levels of government in supporting volunteering (volunteering), which creates, in turn, the legal basis for the allocation of funds, implementation of projects, formation of state programmes for the support of the volunteer movement. For further implementation of this practice at the Federal and regional levels will be established and documented Procedure (rules) interaction of authorities with the organizers of the volunteer (volunteer) activities and volunteer organizations.
"The adoption of the law on volunteering is a significant event for both the volunteers and the organizers, - says the head of the volunteer center of Volga Academy of sport and tourism Aida Ziyatdinova. - State support of the volunteer activities is very important, as the accepted standards of the organization of the participation of volunteers in events and sports events are simplified procedures for soliciting volunteers and creating the best conditions for them. Volunteers, for their part, will get more opportunities and recognition. I think this decision will give the development of volunteer activities, become interested and more people willing to contribute and donated to help in the implementation of socially significant projects of the country."
