The event was attended by the rector of the Volga region Academy of sports Yusup Yakubov.
"Training of highly qualified personnel is and will be the highest priority of the Ministry's activities," said Oleg Matytsin. – The President and Prime Minister of the Russian Federation emphasize the need to strengthen the work to ensure the training of highly qualified personnel in all sectors. We are aware of the problems that exist in every University, related to training, material and technical resources, and conducting scientific research. The Ministry will do everything possible to resolve these problems quickly."
"Last year, the Federal state educational standard of higher education – bachelor's degree in the direction of training 49.03.04 "Sport"was approved. This is an important step in terms of national sports personnel self-identification, " the Minister said.
"It is very important that universities are now active participants in the Federal project "Sport-the norm of life", - said the head of the Ministry of sports of Russia. - Personnel issues play an important role in it. This year, the universities under the Ministry's jurisdiction received a state task to implement additional professional programs – programs for professional retraining of sports instructors and coaches. In total, about 28,000 sports instructors and 11,000 coaches should be trained in the period 2020-2022."
"Without your support and assistance in training and scientific and methodological support, it is impossible to imagine the implementation of programs and strategies that are currently being formed," said Oleg Matytsin. – In the next two months, we must submit to the President of the country a draft Strategy for the development of physical culture and sports in the Russian Federation for the period up to 2030. Part of this Strategy is aimed at improving the training system."
"I count on your assistance in the activities of complex scientific groups and providing training for national teams," the Minister continued. – Without universities and specialized departments, it is impossible to imagine the professional success of national team coaches. The issue of conducting scientific research remains a painful one. There has been no targeted budget funding for the purchase of scientific equipment in this area for more than 15 years, so we will strive to change this situation. Without a strong scientific base and research, it is very difficult to count on a high level of training."
"The material and technical base is also a separate issue –" the head of the Russian Ministry of sports added. – In some universities, the database is at the level of world standards. But it is necessary to actively participate in improving the material and technical base of universities, because without modern sports facilities, training of highly qualified specialists is impossible. Universities should become training centers for national teams, if not national teams, then reserve and student teams. There are prospects for this."
"The Ministry's policy will be as open as possible. Training is a key element of any strategy. We can't do anything without frames. Even if we build the bases, we will not understand who will operate them, what financial mechanism will be used, who will come to deal with them, who will lead this process. It is necessary to think through a single concept for the development of subordinate universities, which should be included in the Strategy for the development of physical culture and sports in the Russian Federation for the period up to 2030, as well as a model of student sports centers based on subordinate educational institutions of higher education, " Oleg Matytsin concluded.
