Dear students!
As of February 5, 2025, the Register of Controlled Persons has come into effect in the Russian Federation. This mechanism applies to all foreign nationals present in Russia and is directly linked to the legal status of your stay. Please carefully review the information below.
What is the Register of Controlled Persons?
The Register of Controlled Persons is a database maintained by the Ministry of Internal Affairs of the Russian Federation. It lists foreign nationals who have lost the legal grounds for staying in the Russian Federation. The register is available on the official website of the Russian Ministry of Internal Affairs (mvd.рф/rkl) and on the Unified Portal of State Services (gosuslugi.ru). Data is updated every four hours.
Important: Students who timely extend their student visas, properly complete migration registration, and comply with stay regulations are not included in the register.
Under what circumstances can one be included in the Register?
A foreign national may be included in the Register in the following cases:
- A student visa or temporary residence permit for study purposes has been revoked or has expired;
- The period of temporary stay has expired and was not extended on time;
- Migration registration was not completed within the prescribed timeframe;
- A court has ordered administrative expulsion from the Russian Federation;
- A decision has been made regarding deportation, expulsion, or a declaration of undesirability of stay;
- Other violations of migration legislation.
Key restrictions for persons included in the Register
If you are included in the Register, the following restrictions apply:
- Prohibition on changing your place of residence (without permission from the Ministry of Internal Affairs);
- Prohibition on leaving the constituent entity of the Russian Federation where you are currently located;
- Restrictions on banking transactions: cash withdrawals and transfers are limited to 30,000 rubles per month (excluding mandatory payments, such as taxes);
- Prohibition on purchasing and registering real estate or vehicles;
- Prohibition on registering a business or becoming a sole proprietor;
- Prohibition on marriage;
- Restriction on the right to operate vehicles: you cannot take the driving test or renew/replace your driver's license;
- Children cannot be enrolled in schools or kindergartens.
Please note: organizations providing services to individuals listed in the Register (including educational services) may face administrative liability.
How to check your status
The university recommends that every student independently check their status before processing important documents (such as visa extensions, housing rentals, or opening a bank account). This check is free of charge and can be performed via the following official resources:
Russian Ministry of Internal Affairs website: мвд.рф/rkl
Gosuslugi portal: gosuslugi.ru
To perform the check, you must provide your surname, first name, patronymic (if applicable), date of birth, and the series and number of your identity document. The data is updated every 4 hours.
What to do if you find yourself in the Register
If you find your details in the Registry, you must notify the University’s International Cooperation Department and report to the migration unit of the Russian Interior Ministry (MVD) in the area where you are currently staying.
Options for regularizing your status:
- Restoration of legal grounds for stay (processing missing documents, obtaining a new permit);
- Voluntary departure from the Russian Federation.
Once the status is settled, the information is automatically removed from the Register.
Reminder from the university
Please observe the following rules:
✅ Renew your student visa and temporary residence permit (for study purposes) in a timely manner;
✅ Complete migration registration and obtain all necessary documents within the established deadlines;
✅ Check your status in the Registry yourself before processing important documents.
If you have questions regarding your legal status, please contact the University’s International Cooperation Department or the local migration unit of the Russian Ministry of Internal Affairs.
