Today at the Volga Region University the scientific and practical session ‘Modern problems of legal regulation of sports’ started.

It is held within the framework of the Kazan Legal Readings and is timed to the 160th anniversary of judicial reform in the Russian Federation.

The guests and participants of the session were welcomed on behalf of the university by the acting rector of the Volga Region State University of Physical Culture, Sports and Tourism, Doctor of Economics, Professor Azat Sharapov.

He noted that the scientific-practical session is held at Volga Region State University for the first time in the format of an open dialogue and is aimed at discussing current legal and methodological problems of regulation of social relations, international and domestic legal regulation, criminal responsibility for doping offences in sport.

Azat Sharapov reminded that last year the University held an international scientific and practical conference ‘Topical issues of the role of sport in building civil society and people's diplomacy’ with the participation of representatives of the CIS and BRICS member states, where some topical issues and problems of legal regulation of sport were considered. 

‘The rapid development of sports law in the international sports movement for a long time did not have a significant impact on the legal system of the Russian Federation. However, Russia's active role in the international sports movement, especially in holding major sporting events such as the World Summer Universiade, Winter Olympic Games, World Championships in football and aquatics, Future Games - set the task of uniting specialists from various fields to develop coordinated scientific concepts of sports development and legal regulation, as well as the creation and implementation of educational programmes for training specialists with the necessary competencies", - said the Acting Rector of POVO

In conclusion of his speech Azat Sharapov wished all the participants of the scientific session fruitful work and productive discussion.

Ramil Sharifullin, Director of the Kazan Branch of the Russian State University of Justice, Candidate of Economic Sciences, Associate Professor, also made a welcome speech.

He thanked the management of the Volga Region University of Sport for their assistance in organising the event.

According to Ramil Sharifullin, the consideration of the issue related to the problems of legal regulation of sport is caused by the actual need. 

‘Recent events for several years show that in any case the legal settlement of these relations is not only a matter of the national legal system directly and in any case it has to correlate with the norms of international law, with legal sports institutions. And for us, for the University of Justice, as a university, which is not only engaged in educational activities, but which is also at the head of the issue of scientific research, this subject and participation in this event is very important,’ he said.

The director of the Kazan branch of the Russian State University of Justice expressed the hope that the discussions that will arise during the session will be useful not only for lawyers, but also for athletes, coaches, agents and in the future will be useful for the creation of new norms and their application within the framework of consideration of specific cases in the judicial system of the Russian Federation.

The range of issues to be considered at the session is quite extensive and highly topical. Thus, the participants intend to discuss issues related to the criminal legal assessment of harm to the health of an athlete, consideration of individual labour disputes of athletes, the role of mediation in the sphere of physical culture and sports, responsibility for the demonstration of prohibited signs and symbols at sporting events and much more.
