Today it is 10 years since the victory of Kazan in the competition for the right to host the Universiade-2013. Almost immediately after it became known that the world student starts will be held in our city, the new owners of the Games took up the work to prepare for a large-scale forum.  First of all, we started building the Universiade Village. Today, without this complex it is impossible to imagine Kazan, which in recent years is associated with the words of youth, sports, modern... Especially since the Universiade Village after the Games became home to the Volga region Academy of physical education, sports and tourism. Today, 10 years after the opening, we talked with the head of the state Autonomous institution "Universiade Village" Ilnur Rakhimov, his Deputy Lyudmila Pigaleva, as well as the Chairman of the student Council of dormitories Daria Milkova about how the "jubilee" lives.
- Ilnur Suleymanovich, why did the preparation for the Universiade start with the construction of the Village?
- This is one of the biggest objects along with the stadium. It's not about complexity, it's about volume. The speed of construction was very high. Almost two-thirds were delivered in a year. Secondly, we relied on the experience of previous events (at that time the closest to the time were the Games in Belgrade) and the recommendations of the FISU. It was clear that the Village for such events is the Central link, the earlier it appears, the more convenient for the organizers. At the beginning of operation of any object there are technical nuances. Communications are new, everything should be rolled. It helped us that the object was not just handed over in advance, but that it managed to live students.  
Lyudmila Pigaleva:
- In April 2009 laid the first stone, and in September 2010 settled the first students. They were met literally with tears in their eyes. Until 2013, there were three settlements.
I. R.:
- During this time it was possible to identify all the subtle places, roughness, to solve all the issues of communal services, during the games, no failure was not. But we must take into account the specifics of the Games. The students have different rhythm of life, and the athletes during the tournaments live on the same schedule. The load on all systems at the same time is very large. So, in the design and construction laid capacity with a large margin. Everything was thought out to the smallest detail and was brought to the ideal in the process of operation.   
- Athletes often complain about the Spartan living conditions in the Olympic villages. In Kazan everything is at the highest level…
I. R.
- There are different approaches. In Belgrade, the Village is originally a private residential complex, just with the owners of apartments signed contracts for the use of their property for housing for athletes. We had a different idea originally. We understood that these facilities will accrue to the students as a legacy. In addition, today no major event in Kazan is complete without a Village as a place to accommodate guests or a venue.
Daria Milkova: "The most important advantages of the life of our students in the do is its location, in close proximity to the Volga region Academy and its facilities, which allows students to save their time and money on travel. Living conditions in the apartment type room provide maximum comfort to students.
- Is the village still unique for Russia?
I. R.:
- There is a far Eastern Federal University with its new high-class infrastructure base. New campuses appear, but ours in modern history became the first and set a certain level, became the catalyst of process of updating of housing stock of higher education institutions.  They look up. The uniqueness of the Universiade Village is that it is not just a complex of hostels, but a cluster with high transport accessibility, including sports facilities, shopping centers.
- Your main task as the mayor of the Village is to preserve or develop?
I. R.:
- The main thing for me is to try to maintain the highest quality standards of operation of the facility, laid down by my predecessor Farid Sultanovich (Farid Abdulganiev, Minister of economy of the Republic of Tatarstan, approx. auth.). This is complicated. It takes year after year, the Village is not getting newer. But our entire team tries to keep the objects entrusted to us externally and internally in pristine condition, in terms of cleaning etc. But can not stand still, many services that have appeared in the Village in the early years, has lost relevance. L. P.:
- Services - or services for residents-in the Village is not easy to develop. The economy in our projects is very small. The main task is not to burn. We have a post office of Russia, ATMs, sales point Tattelecom, shop, Laundry, rental of sports equipment, beauty salon, art cafe "Fireplace". But we must take into account that this is a closed area with limited client traffic. In certain periods of time - in the summer and winter holidays, for example-it is generally empty. In addition, in matters of pricing policy, we try to maintain the social orientation. In General, at first we tried to attract large firms as operators, but gradually came to the scheme "students for students". Welcome, when in the service sector on the territory of the Village employs its residents.
Daria Milkova: "Many students would like to have reduced rates for washing things. Smooth passage through each checkpoint. Also, residents would be very pleased to be able to pay for the cost of their broken things and their parts through the administration of the house, so that professionals would do it."
- You on recent summing up of work for a year of asset of hostels called the Volga region Academy student-oriented higher education institution. It seems the Village administration is practicing the same student orientation…
- Yeah. As for the Academy, here is the latest example. University without delay sent his team to another city for the festival KVN. In the shortest possible time we solved the issue, identified transport, accompanying teacher. And in your University it is a constant practice, when a student addresses with some request and immediately receives an answer. The University in this sense falls to the level of an individual student and looks like a ... compact structure. And it's not about the number of students, and the approach. We also try to make our students live an interesting life. Once we set ourselves such a task – 700 events per year. If the student is not taken, he will take you…

Daria Milkova: the Universiade Village for any student living in it is first of all a place where he sleeps, eats and studies. The houses have training rooms equipped with Internet, which greatly simplifies the learning process.  Students can move freely around the house and visit friends. The student Council of each house provides leisure and a chance for students to realize their abilities
- Do you see students as partners or potential violators of the regime, vandals?
I. R.:
- You know, for us and students the most difficult-the first two years. Guys, teenagers, in fact, trying to system strength, trying to find the line. After escaping from home, many of them decide to try all the attributes of adult life. Our task is to protect them from actions with irreversible heavy consequences and try to use the atmosphere of the Village, the quality standards practiced by us, to instill in them the correct attitude to the hostel, as an object, and as a way of life. To spoil the impression of myself in my eyes, it is necessary to try hard. I'm focused on partnership. To this end, we have recently launched a project such as an Internet reception. And got good feedback. In each case, we try to get to the truth. But that doesn't mean I don't care about property. In this regard, I would like to recall the "theory of broken Windows", formulated in the 80th of the USA. According to this theory, if you do not replace one broken glass in the building, then after some time there will not be a single whole window. It's not about people, it's about a chain reaction. If you didn't notice the scratch on the fridge today, a month from now, all the Dorm fridges will be scratched. On the other hand, no one wants to move into a dirty shabby room. And the atmosphere of purity and order affects a person. In fact, it's not just a matter of cleanliness. The Universiade village is essentially a city in the city, with all the problems inherent in the city, it is a huge economy, 11 thousand city students and an incredibly friendly team of specialists, providing them with comfortable living conditions.
Daria Milkova: "A student hostel in the understanding of any person, it is unfit for life room with broken doors and the lack of renovation, in which only one mattress and a coffee table. Or people's ideas about the hostel are formed by series about student life, with one plumber for all the hostel. Life in DU is the absolute opposite of stereotypes. The administration of the house does everything to make the residents feel comfortable, responds to all complaints and suggestions. On the territory of the remote control all repair services. The room is very cozy and comfortable. The room is represented by all the basic appliances that guarantee a normal stay. All furniture is in excellent condition.


L. P.:
- And people who work here, sooner or later, cease to be just locksmiths or cleaners. They can't get past a piece of paper thrown to the ground. Students often turn to them for help on some purely everyday issues. In autumn I often have to talk on the phone with the parents of freshmen who do not answer calls from home, because "Vasya" phone is dead!
- The biggest problem you've faced?
