The threat of terrorism is an everyday reality that we cannot accept or tolerate, and one that we must always be prepared to counter. The active civic engagement of every citizen is a prerequisite for successfully confronting this terrorist threat. We all share a common enemy, and in combating it, all of us – the state, law enforcement agencies, special services, and society – must act together, uniting our efforts. 

To achieve this, it is crucial that every citizen possesses the knowledge of how to act upon discovering a suspicious object, in the event of a threat, or directly during a terrorist attack; what to be prepared for; and what is permitted and strictly prohibited under such circumstances.
